A fake website posing as a Ukrainian news outlet has accused Arsen Zhumadilov, the former head of the Ukrainian defense procurement office, of a corruption scandal worth 140 million dollars.

According to research by correctiv.org, it is a forgery that resembles the Russian disinformation campaign Doppelgänger in its structure and distribution pattern.

Arsen Zhumadilov led Ukraine's state agency for defense procurement, an institution that has been under close scrutiny since the start of the war, as billions of dollars in funding for ammunition, equipment, and military goods flow through it. Precisely because actual corruption cases at this point have been documented in the past, fabricated accusations against procurement officials are an effective tool to mix real scandals with invented ones.

The Doppelgänger campaign has been documented since 2022 by several European security authorities and research institutions. It copies the layout of established news pages but deliberately alters content to spread disinformation with the appearance of journalistic credibility.

Researchers do not assign the pattern to a specific state actor in their report; they merely describe the pattern similarity.

So far, no official statement from Arsen Zhumadilov or the Ukrainian procurement agency regarding the specific incident has been made public. Correctiv.org classifies the case as part of a longer series of similar forgeries that have been circulated against Ukrainian officials and institutions in recent years.
