Three resignations in eight days: Ethics scandals rock the US Congress

Vienna, April 21, 2026 — American democracy is experiencing one of its most severe institutional crises in years. With the resignation of Democratic Representative Sheila Cherfilus-McCormick from Florida, a third member of the U.S. House of Representatives has resigned within just eight days. Serious ethical violations are the underlying cause in all three cases – a finding that is being watched with growing concern in Europe.

Escape from the Ethics Committee

Cherfilus-McCormick announced her immediate resignation just hours before a scheduled disciplinary hearing by the House Ethics Committee. The panel had been considering potential sanctions over a series of campaign finance violations. The congresswoman, who had only won her seat in a close race in 2022, opted against a public defense.

The current crisis is exposing structural problems that have been known for years. Campaign finance rules in the US are considered complex and, at the same time, riddled with loopholes. So-called Super PACs allow for anonymous large donations, while the oversight of personal campaign accounts often only comes into play years after potential violations. The Ethics Committee of the House of Representatives traditionally works slowly and is considered toothless – the fact that several cases are now escalating simultaneously indicates a shift.

Political observers in Washington suspect bipartisan nervousness. Both Democrats and Republicans fear that the public will continue to lose trust in Congress. Polls have shown historically low approval ratings for the legislature for years – currently, trust is below 20 percent.

What does this mean for Europe?

For Austria and the European Union, the events are more than just an internal political side note from overseas. Despite all tensions, the USA remains the most important security policy partner for NATO states and a central trading partner. A weakened legislature in Washington, paralyzed by scandals, complicates reliable transatlantic agreements.

Internal blockages in Congress have already delayed European initiatives in the past – from trade agreements to climate accords. If the already fragile reputation of Congress continues to decline, this could give a boost to populist forces on both sides of the Atlantic that fundamentally question international cooperation.

The Two Sides of Power

The wave of resignations shows an America wrestling with itself. On the one hand, the control mechanisms are functioning – the ethics committee is investigating, consequences are being drawn. On the other hand, the accumulation of cases reveals a system in which questionable practices were apparently widespread. For Europe, the uncomfortable question arises of how resilient partnerships are with a democracy whose elected representatives are stumbling one after another over corruption allegations.
