Ousted Ukrainian Prosecutor General Ruslan Kravchenko allegedly in Vienna

Ruslan Kravchenko, until recently Prosecutor General of Ukraine, was in Vienna in recent days according to Ukrainian media reports.

According to news agency ukr.net, he held discussions with Austrian law firms. The option of filing an asylum application in Austria was being considered, as the report indicates.

A career ending with aftermath

Kravchenko was one of the highest-ranking judicial representatives of Ukraine until his dismissal and in this capacity was responsible for numerous high-profile court proceedings – including also glamorous cases. The position of Prosecutor General is very significant in Ukraine. He can issue directives to any prosecutor and influence proceedings.

The exact circumstances of his dismissal have not yet been disclosed publicly in detail. What is confirmed: President Volodymyr Zelensky asked parliament for his dismissal after the Ukrainian anti-corruption agency NABU conducted a search at the Prosecutor General's Office. Before his removal by parliament, Ruslan Kravchenko left Ukraine.

Immediately before his departure, the General Prosecutor ordered the initiation of criminal proceedings against the heads of the two anti-corruption agencies NABU and SAPO.

Vienna as a popular destination for high-ranking refugees

That a former senior official seeks legal assistance in Austria after leaving office is not an isolated case in Ukrainian history. Several Ukrainian businessmen and former officeholders have consulted Austrian law firms in recent years and have settled in Austria temporarily or permanently.

Austrian asylum law, extradition practice, and the possibility of long-term residence permits make the country attractive for persons with unclear legal status in their country of origin.

However, as an EU and Schengen member, Austria is subject to strict reporting requirements and international agreements on legal assistance. A possible asylum application by Kravchenko would, if actually filed, trigger a formal review procedure under Austrian and European law, regardless of the person's political or judicial status in their home country.

Open questions about further developments

So far it is unclear whether Kravchenko will actually file an asylum application or whether any talks in Vienna merely served to secure possible civil or criminal proceedings that could be brought against him or by him.

The names of the consulted law firms have not been disclosed so far. Ukrainian media are reporting the case cautiously so far, and no official statements from the Ukrainian Prosecutor General's Office or from Kravchenko himself are available.

If Ruslan Kravchenko were to file an asylum application in Austria, the Austrian Federal Office for Foreign Affairs and Asylum (BFA) would be responsible for examining it.

All named persons are presumed innocent.
