U.S. State of Minnesota Investigates Immigration Agency for Possible Kidnapping

An extraordinary conflict between local authorities and the U.S. federal government is currently causing a stir in the United States. Ramsey County in the state of Minnesota is investigating the arrest of a U.S. citizen of Asian descent by federal agents as a possible case of kidnapping, burglary, and unlawful imprisonment.

Ramsey County Attorney John Choi and Sheriff Bob Fletcher announced at a press conference on Monday that they have requested information from the U.S. Department of Homeland Security (DHS). The investigation concerns the arrest of 56-year-old ChongLy „Scott“ Thao, an American of Hmong descent, which took place on January 18th and was captured on video. Ramsey County includes the major city of St. Paul.

The case highlights the increasing tensions between local authorities and the immigration agency ICE in the USA. From an Austrian perspective, this incident demonstrates the complex federal structures of the United States, where states and districts can initiate independent investigations against federal agencies – a scenario that would be almost unimaginable in the Central European legal system in this form.
