Rustem Umerov, born in 1982 in Uzbekistan as a member of the Crimean Tatar community deported by Stalin, returned to Crimea with his family as a child. He studied in the United States and Turkey before pursuing a career in Ukraine as an entrepreneur and later as a politician. Umerov served in the Ukrainian parliament for the Holos party beginning in 2019 and headed the State Fund for Asset Management, before being appointed Minister of Defense by President Volodymyr Zelenskyy in September 2023, succeeding Oleksiy Reznikov, who was forced to resign amid allegations of corruption within his ministry. Umerov was considered a confidant of Zelenskyy and had previously been involved in negotiations with Russia, including the 2022 grain deal. During his tenure as defense minister, Umerov had to deal with procurement scandals within his own ministry\u2014the same scandals that had already brought down his predecessor. Umerov himself initiated reforms to combat corruption in procurement, the effectiveness of which is assessed differently by observers.
