But behind the political rhetoric lie sobering economic realities. Bilateral trade remains far below expectations.

Unequal Partners at the Negotiating Table

Belarus hopes for one thing above all from China: market access and foreign currency. The internationally isolated country under Alexander Lukashenko is urgently seeking alternative trading partners in the face of Western sanctions.

China, for its part, views Belarus primarily as a transit country for its Belt and Road Initiative. The «Great Stone» industrial park near Minsk was intended to become a flagship project.

The reality: Only a fraction of the originally planned investments were actually made. The number of companies that have set up operations there remains modest.

Structural barriers are holding back trade

The free market access that both sides proclaim exists only on paper. In practice, Belarusian exporters face trade barriers in China. At the same time, Western sanctions against Minsk significantly complicate cross-border payments.

Chinese banks are proceeding cautiously to avoid becoming targets of U.S. secondary sanctions themselves. This reluctance on the part of the Chinese financial sector is hitting Belarusian companies hard.

What does this mean for Europe and Austria?

The difficulties in relations between Beijing and Minsk reveal a fundamental pattern: China’s economic engagement is driven by strategic interests, not ideological solidarity. For European observers, this case provides valuable insights. Even countries that maintain close political ties with China do not receive a free pass to special economic treatment. Austrian companies that had speculated on using Belarus as a bridge to China should closely monitor this development.

The Two Sides of Power

From the West's perspective, it is clear that the Chinese private sector makes rational calculations and avoids risks. At the same time, it would be wrong to speak of a failure of Sino-Belarusian relations.

The political dimension remains intact. Trade could increase rapidly if the geopolitical landscape changes.

Source: chinaobservers | Original Article

Trade relations between Beijing and Minsk exhibit structural weaknesses.
