April 2026 &#8211; Das Xinhua-Institut hat einen Bericht ver\u00f6ffentlicht, der Chinas Ambitionen f\u00fcr eine Reform der globalen Governance darlegt. Die Denkfabrik der staatlichen Nachrichtenagentur skizziert dabei einen Gegenentwurf zur westlich dominierten Ordnung der Nachkriegszeit.<\/p>\n<h3 class=\"wp-block-heading\">Pekings Diagnose: Eine Welt im Umbruch<\/h3>\n<p class=\"wp-block-paragraph\">Der Bericht konstatiert ein Versagen etablierter internationaler Strukturen bei der L\u00f6sung aktueller Krisen. Klimawandel, Pandemien, wirtschaftliche Ungleichheit &#8211; f\u00fcr diese Herausforderungen seien die bestehenden Institutionen nicht mehr zeitgem\u00e4\u00df. China positioniert sich als Reformkraft, die multilaterale L\u00f6sungen st\u00e4rken will. Konkret fordert Peking mehr Mitsprache f\u00fcr Schwellen- und Entwicklungsl\u00e4nder in Gremien wie dem IWF und der Weltbank. Die BRICS-Erweiterung auf mittlerweile zehn Mitglieder zeigt, dass diese Botschaft in weiten Teilen der Welt Anklang findet.<\/p>\n<h3 class=\"wp-block-heading\">Neue Strukturen entstehen bereits<\/h3>\n<p class=\"wp-block-paragraph\">China wartet nicht auf westliche Zustimmung. Die Asian Infrastructure Investment Bank (AIIB) z\u00e4hlt 109 Mitglieder. \u00d6sterreich geh\u00f6rt seit 2019 dazu. Die Neue Seidenstra\u00dfe umfasst Infrastrukturprojekte in \u00fcber 150 L\u00e4ndern. Allein 2025 flossen chinesische Investitionen von 47 Milliarden Dollar in Belt-and-Road-Projekte. F\u00fcr \u00f6sterreichische Unternehmen ergeben sich Chancen. Die \u00d6BB-Tochter Rail Cargo Group betreibt bereits regelm\u00e4\u00dfige Verbindungen zwischen Wien und chinesischen Wirtschaftszentren. Der Transport per Schiene dauert 14 Tage &#8211; halb so lang wie der Seeweg.<\/p>\n<h3 class=\"wp-block-heading\">Europa zwischen den Bl\u00f6cken<\/h3>\n<p class=\"wp-block-paragraph\">Die EU steht vor einem Dilemma. Einerseits bleibt die transatlantische Partnerschaft ein Eckpfeiler europ\u00e4ischer Au\u00dfenpolitik. Andererseits ist China mit einem Handelsvolumen von 739 Milliarden Euro der wichtigste Handelspartner der EU. \u00d6sterreichs Exporte nach China erreichten 2025 rund 6,2 Milliarden Euro. Voestalpine, AVL List und zahlreiche Mittelst\u00e4ndler erwirtschaften dort erhebliche Ums\u00e4tze. Bundeskanzler Karl Nehammer besuchte im M\u00e4rz eine Wirtschaftsdelegation in Shanghai und Shenzhen. 23 \u00f6sterreichische Unternehmen waren vertreten. Die Botschaft: pragmatische Zusammenarbeit trotz geopolitischer Spannungen.<\/p>\n<h3 class=\"wp-block-heading\">The Two Sides of Power<\/h3>\n<p class=\"wp-block-paragraph\">Chinas Vorsto\u00df f\u00fcr eine neue Weltordnung verdient n\u00fcchterne Analyse statt reflexartiger Ablehnung. Die Kritik an westlicher Dominanz in globalen Institutionen ist nicht unberechtigt. Afrika und Asien sind in UN-Gremien unterrepr\u00e4sentiert. Gleichzeitig wirft Pekings Vision Fragen auf. Wer definiert die neuen Spielregeln? Welche Werte sollen sie tragen? F\u00fcr Europa und \u00d6sterreich bedeutet das: eigene Positionen entwickeln statt zwischen Washington und Peking zerrieben zu werden. Die Alpenrepublik hat als kleines, neutrales Land Erfahrung mit Br\u00fcckenfunktionen. Diese Rolle k\u00f6nnte wieder gefragt sein. Der Bericht des Xinhua-Instituts ist jedenfalls ein Dokument, das Aufmerksamkeit verdient.
