Vienna, April 23, 2026. The anti-racism organization Zara will continue to operate, but not with funding from the Ministry of Integration. After \u00d6VP Minister Susanne Raab cut off funding, Vice Chancellor Andreas Babler and Minister for Women Gabriele Heinisch-Hosek stepped in. The two SP\u00d6 ministries are now taking over the funding\u2014a move that is driving the coalition partners in Vienna up the wall.<\/p>\n
The facts are quickly told: Zara, a central point of contact for victims of racism and discrimination for over two decades, faced financial ruin. The Integration Minister had cut funding as part of austerity measures. The reason given: prioritization of other projects. The reaction from the SP\u00d6 was swift. The Vice-Chancellery and the Ministry for Women provided replacement funding.<\/p>\n
For the \u00d6VP, this is an affront. General Secretary Christian Stocker spoke of a \u201epartisan maneuver\u201c and criticized that tax money was being diverted according to ideological criteria. Vice Chancellor Babler sharply countered: \u201eThis is anything but funny. Anyone who cuts anti-racism work has a values problem, not a budget problem.\u201c<\/p>\n
The FP\u00d6's criticism is even harsher. Party leader Herbert Kickl described Zara as a \u201eleft-wing organization\u201c that engages in \u201epolitical agitation\u201c with taxpayer money. The Freedom Party has been calling for the elimination of all funding for the organization for years. The fact that SP\u00d6 ministries are now stepping in is proof of the government's \u201eideological bias.\u201c.<\/p>\n
Zara itself rejects these allegations. The organization has been documenting racist attacks since 1999, providing counseling to victims, and publishing an annual report on racism. Last year, more than 1,200 cases were reported\u2014a record high. Executive Director Caroline Kerschbaumer emphasizes: \u201eOur work is based on facts and applicable law. We help people who are being discriminated against. That shouldn\u2019t be political.\u201c<\/p>\n
The dispute over Zara is more than a budget conflict. It reveals the deep divides within the red-black coalition on socio-political issues. While the SP\u00d6 understands anti-racism work as a state responsibility, a part of the \u00d6VP sees it as dispensable symbolic politics. The FP\u00d6, in turn, uses every opportunity to delegitimize civil society organizations as being politically biased.<\/p>\n
For Europe, this debate is not an isolated case. In several EU countries, from Italy to Hungary, NGOs that address issues such as migration, discrimination, or minority rights are under pressure. The question of who funds and oversees such work has become a barometer of the state of liberal democracies.<\/p>\n
Zara\u2019s rescue illustrates just how fragile civil society structures can be, depending on political majorities and ministerial goodwill. On one side is an organization that has been helping those affected for a quarter of a century. On the other side are political parties that turn anti-racism work into a political issue. Whoever wins this battle will determine not only the allocation of funding but also the priority given to human rights in day-to-day politics.
